Procurement Monitoring Bureau (PMB) is one of the beneficiaries of the Project “Leveraging the EU Public Procurement Data Space (PPDS)” that is implemented by the OECD with the financial support of the European Commission through the Technical Support Instrument.
The PPDS is a service where policy makers, public buyers, companies, and other stakeholders can access public procurement information in an innovative, integrated and transparent way. It is a shared, interoperable data infrastructure for public procurement across the EU.
Latvia is part of the second cohort to voluntarily join the PPDS initiative. PMB will be working hand-in-hand with the European Commission (SG Reform and DG GROW), the OECD, and partners from Cyprus, Italy, Portugal and Slovakia to leverage public procurement data for more transparency, efficiency and competition in public procurement systems across the EU.
The project started on the 15th of September 2025. Over the duration of the project, through peer learning, knowledge sharing and tailored guidance, the project will support all the five countries in connecting their national procurement systems to the PPDS and leading the way for other EU countries in the future. By joining the PPDS, participating countries aim to achieve the following objectives:
- Increasing transparency,
- Strengthening the integrity and accountability of public spending,
- Achieving better value for money through data-driven benchmarking, planning and purchasing,
- Targeting public funds towards policy priorities,
- Fostering competition,
- Decreasing red tape through easier reporting and,
- Generating key insights for policy-making.
The key project outputs include technical guidance, assistance and documentation to join the PPDS, guidelines on end-to-end data strategy, and a report on procurement data quality assessment and potential improvement to facilitate the connection to the PPDS and fully harness its potential.
Embarking on the “PPDS journey” is a collective effort, we count on the support of all stakeholders including contracting authorities to work towards better data quality.
